Meet our City Manager- John

John joined the City of Oak Hill as City Manager in April 2025. He brings extensive experience managing local government at both municipal and county levels, with a strong background in budgeting, finance, public relations, community development, strategic planning, human resources, program analysis, and policy implementation.

Mr. Barkley is passionate about navigating the dynamic and complex world of local government. He is committed to providing residents, the business community, and visitors with a transparent, efficient, and seamless city government experience.

Meet our Administrative Assistant– Tosha

A lifelong resident of Oak Hill, Tosha has always had a heart for her hometown. Growing up surrounded by the charm of a close-knit community, she built a life centered on family, love, and service.

Tosha joined the City of Oak Hill in December 2023 as an Administrative Assistant, bringing with her an organized, dependable, and caring nature. She takes great pride in helping others and serving the community that means so much to her.

Family is at the center of Tosha’s life. Her children and grandchildren are her greatest joy, and she cherishes every moment spent with them. In 2013, she married her husband, Tony, her best friend and lifelong partner. Together, they share a deep bond and strong roots in Oak Hill, the place where their story began and continues to grow.

To those who know her, Tosha is more than a devoted wife, mother, and memaw, she’s a kindhearted, genuine person who radiates warmth and embodies the true spirit of Oak Hill.

Meet our Deputy City Clerk Megan

Megan is a proud Oak Hill native, born in New Smyrna Beach and raised in the heart of our community. She earned her CMA with honors from Daytona State College and has a professional background in healthcare, real estate, and local government. She is a Notary Public, a member of Phi Theta Kappa, and is currently pursuing her CMC designation and Bachelor’s degree.

Megan loves her small-town community and raising her family here with her husband, Austin, and three daughters and son. Always up for a challenge and quick to help others, in her free time you can find her on the farm, with her family, or out on the water.
